I can't imagine (literally!) a world without any form of literature so how does your fictional world preserve its records, promote reading etc? All civilisations will want their youngsters to learn their world's history so how is this done? What written aids are available? What archives can be researched?
In my Fairy Kingdom the bigger settlements all have their own libraries while the major one for the realm as a whole, which literally stocks everything that has ever been written in the magical world, is seated in the Queen's Palace. The written word is treated very reverently in my Fairy Kingdom so it is appropriate the biggest accumulation of that word is housed within the seat of government.
So how does your fictional library system work? Does everyone have access to it and, if not, why not? There are stories to be found answering those questions. (The latter especially as that is all about control).
