- Think about how your world is governed. I've set my stories within the world of the fairy government but wouldn't rule out writing later stories set within say a typical magical village. By having a clear picture of "top to bottom" I can select where I write.
- Think about how magic is used. If it's used for everything, it'll be boring because everyone will just wave their magic wand, problem solved. Think about limiting it and/or having different groups having different magical abilities. That sets the possibility of clashes. There's not been a decent story written yet without a decent clash in it somewhere!
- Think about how your world reacts to other worlds. Does it take an interest (for good or bad)? Has it had wars with these other places in the past? Does everyone on the world you mainly write about back whatever the official position is or is there a longing for change?
This is by no means comprehensive, more of a useful start!
