Reviews, of course, are for book lovers whether they write them, read them or do both. They are a good indicator of literacy levels on the world you've created. How many of your peoples can read? Are there such things as book reviews on your world?
Are books only for the rich or are there libraries? Is reading (and creative writing) encouraged? You'd think the obvious answer to that last question would be yes, but any regime that controls by fear will not want people to read/write books as books contain ideas, ideas that could be dangerous to a corrupt authority.
