Is your government(s) accountable? Have there been histories of rebelliions and if so why? I don't like politics but it can lead to some great stories in fiction. I'm thinking of the obvious political thrillers but even in fairytale fiction politics can come in. Even fantasy worlds have to be governed in some way and how that is done and its impact can make for some great stories.
Doctor Who's back story of his origins on Gallifrey (and how that is/was governed - no plot spoilers here!) adds depth to the overall adventures he has. And for any fiction to work successfully I think it has to have depth, things readers can identify with. Naturally politics can be sent up. Spoof worlds, when well written, work brilliantly and are hilarious. But in setting out your invented world, thinking about government and people reaction can be a very good place to start.
